The reality is most bike frames today come from the same handful of factories in Asia, and are welded by the same machines. A Pacific frame from WalMart or Sears is pretty much the same as low to mid range frames from your LBS. Assembly and components are the differences. I WOULD stay away from </= $100 range bikes just because the cheapness CAN be overwhelming. Around $200 is a good place to start with upgradable frames, as long as you stay away from suspensions, accessory packages, and "trendy" bikes.
